This bill modifies Massachusetts law regarding auto auctions and background checks by requiring that any person intending to bid or purchase vehicles at an auto auction must submit a Criminal Offender Record Information (CORI) check or similar background check from their dealer license issuance state on an annual basis. The background check must be submitted to the auction and will apply to anyone with signatory power or bidding access. Additionally, the auction itself will be responsible for forwarding any background checks with potential issues to the registry of motor vehicles for further review. The bill maintains existing provisions that require businesses buying, selling, or exchanging second-hand motor vehicles to be licensed, and continues to mandate that such businesses report their sales of second-hand vehicles to the registrar of motor vehicles on a weekly basis. This new requirement aims to increase transparency and screening in the auto auction industry by ensuring that bidders undergo regular background checks.
