This bill requires the Executive Office of the Trial Court to conduct a comprehensive study of all courts located in Barnstable, Nantucket, and Dukes Counties. The study will examine two primary areas: first, the physical condition of court buildings, which includes assessing their general maintenance, compliance with the Americans with Disabilities Act (ADA), and adherence to the Massachusetts victims' bill of rights; and second, a detailed review of staffing levels across various court departments, such as clerk's offices, facilities, court officers, interpreter services, support staff, and judges. The staffing analysis will specifically compare caseloads in these counties to those in other parts of Massachusetts. The Executive Office of the Trial Court is required to submit a comprehensive report with their findings and recommendations to the clerks of the Massachusetts House and Senate, as well as the Joint Committee on the Judiciary, within one year of the bill's passage. This study aims to provide a thorough assessment of the judicial infrastructure and resources in these specific counties.
