This bill establishes a voluntary Yellow Dot Program through the Massachusetts Registry of Motor Vehicles to help emergency responders quickly access critical medical information during motor vehicle accidents or medical emergencies. Participants receive a yellow decal to place on their vehicle's rear driver's side window and a yellow envelope to store the completed medical information card in the glove compartment. The Registrar of Motor Vehicles is required to develop a public education campaign, provide program materials to interested organizations, and notify public safety agencies about the program. The Massachusetts Department of Transportation can also accept donations and grants to support the program's implementation.
