This bill modifies Section 12 of Chapter 32B of Massachusetts General Laws to require that when a governmental agency enters into a trust or joint purchase agreement, the board and steering committee must include at least 25% labor representatives. These labor representatives will be elected from a list of nominees provided by collective bargaining units, and the committee will also include a retiree appointed by the Retired State, County, and Municipal Association of Massachusetts. All members of this committee, including the labor and retiree representatives, will have full voting rights.
