This bill establishes new protections for motorists who owe tolls, fines, and fees through the Pay By Plate and E-ZPass MA Systems. The Massachusetts Department of Transportation will now be required to regularly review these fees and attempt to contact account holders owing more than $100 through various communication methods, including comparing addresses with the national change of address registry, email, and phone calls. The bill introduces a mandatory monthly payment plan option for individuals owing $250 or more, with a minimum monthly payment of $25. When a person enrolls in this payment plan, the department will stop charging additional late fees or penalties, and the Registry of Motor Vehicles cannot refuse to renew their vehicle license or registration. The registrar may conditionally reinstate a license for individuals participating in the payment plan who have completed at least one payment. If a person falls more than 30 days behind on their payment plan, their license or registration can be revoked. Upon successful completion of the payment plan, the person's license and registration will be fully renewed. The Massachusetts Department of Transportation and Registry of Motor Vehicles have five years to implement the necessary regulations, and the act will take effect 120 days after passage.
