This bill establishes the Brooke Public Housing Apprenticeship program, a joint initiative between the offices of housing and economic development and labor and workforce development. The program aims to help prepare vacant public housing units for reoccupancy while simultaneously providing job training and economic opportunities for public housing residents. Specifically, the program will be developed in consultation with local housing authorities, resident representatives, and professional organizations to create a comprehensive training approach that offers education, job skills training, job placement assistance, and long-term support to help participants achieve economic self-sufficiency. The apprenticeship will focus on practical skills like painting and unit preparation, with the dual goals of efficiently preparing housing units and creating employment pathways for residents. The program will cover state-assisted housing developed through several historical legislative acts and will be named in honor of former U.S. Senator Edward W. Brooke. The office of labor and workforce development is authorized to provide grants to support the implementation of this apprenticeship program, which is designed to maximize the use of public housing capital and maintenance funds while empowering residents with valuable job skills.
