Bill Summary

This bill removes the requirement that in order for a qualified veterans organization to conduct a card game tournament, every participant must be given the same chance of winning the tournament and the organization must not allow any second chance entries or multiple entries in the tournament. A qualified organization representing veterans is a post, branch, or chapter of a national association of veterans of the armed forces of the United States which is a federally chartered corporation, dedicates the net receipts of a game of skill, game of chance, or raffle as provided in Code section 99B.14, and is exempt from federal income taxation.

AI Summary

This bill modifies existing Iowa law regarding card game tournaments conducted by qualified veterans organizations by removing specific requirements about tournament fairness. Previously, veterans organizations were mandated to ensure that every participant had an equal chance of winning and were prohibited from allowing second chance or multiple entries in a tournament. By striking this paragraph from Section 99B.27, the bill provides more flexibility for veterans organizations in how they structure and conduct card game tournaments. A qualified veterans organization is defined as a post, branch, or chapter of a nationally chartered veterans association that is federally tax-exempt and dedicates net proceeds from games or raffles to specific purposes. The bill effectively relaxes prior restrictions, potentially allowing veterans organizations more discretion in tournament design and entry rules while maintaining their broader charitable mission.
