This bill establishes a Junior Operator's License Fund to help disadvantaged students obtain their driver's license by providing financial assistance for driver education and training courses. The fund will be administered by the Registrar of Motor Vehicles and can receive money from appropriations, gifts, grants, and donations. Students will be eligible for financial assistance if their household qualifies for programs like free/reduced lunch, MassHealth, food stamps, temporary assistance for needy families, or residential assistance for families in transition. The bill also requires driver education course providers to provide written notice about course requirements and time needed to complete the course, and mandates full refunds if the course is not completed within the specified time or if the student's learner's permit expires before course completion. Additionally, the bill reduces the time between obtaining a learner's permit and taking the driver's test from 6 months to 90 days. The Registrar must collect and report data on driver education course enrollments, learner's permit expirations, and course providers, with the Attorney General's office creating an advisory board to review the data and potentially recommend improvements.
