This bill establishes a comprehensive teacher leadership program designed to enhance educational practices by creating new opportunities for experienced teachers to take on expanded roles within their schools and districts. The legislation allows full-time teachers with at least three years of experience to apply for teacher leader positions, which involve additional responsibilities such as mentoring colleagues, facilitating professional learning, analyzing student data, supporting diverse student populations, and participating in strategic planning. Eligible entities like local educational agencies, educational service agencies, and nonprofits can apply for competitive grants to implement these programs, with priority given to high-need areas and agencies focused on increasing teacher diversity. The program requires grantees to provide financial compensation or other benefits to teacher leaders, ensure shared decision-making structures, and focus on improving school climate, student outcomes, and teacher retention. Participating entities must submit detailed reports on teacher retention rates and program effectiveness, and the commissioner will conduct an independent evaluation of the program, with aggregated results to be made publicly available. Grants can be awarded for up to three years with possible two-year extensions, and at least 95% of grant funds must be used directly for program implementation at the school or classroom level.
