This bill modifies Massachusetts law regarding veteran license plates by creating a comprehensive system for issuing specialized license plates and decals that recognize military service and specific military achievements. The bill requires the registry of motor vehicles to design and maintain a series of distinct license plates for veterans, including special plates for disabled veterans, prisoners of war, Medal of Honor recipients, Purple Heart recipients, Pearl Harbor survivors, National Guard members, and Gold Star families. Veterans will be able to receive license plates identifying their service branch, with women veterans receiving a distinctive decal. The bill also allows for plates recognizing specific military decorations like the Silver Star and Bronze Star, and provides plates for veterans who served in specific military operations such as Operation Enduring Freedom and the Iraq War. Importantly, these special veteran license plates will be issued without the standard $60 registration fee, and widowed spouses can retain or apply for these plates. Any additional optional fees generated from these plates will be distributed to state-operated veterans' homes, with excess funds going to a special trust fund controlled by the secretary of veterans' services.
