This bill establishes a Task Force on electric rates to provide comprehensive analysis and guidance about electricity costs in Massachusetts. The Task Force will be chaired by the Attorney General and include representatives from various state agencies, electric utilities, ISO-New England, the Department of Public Utilities, legislative committee chairs, and experts appointed by legislative leadership. The Task Force is required to convene within 30 days and produce a detailed report that comprehensively examines electric rates, including identifying each cost component on residential and commercial electric bills, analyzing the total revenue raised from these components, detailing current costs per customer class, examining rate increases over the past 10 years, and projecting rate increases for the next five years. The report must also compare Massachusetts' rate components with those of other New England states and three economic competitor states, and include the origin, purpose, and classification of each cost component. The Task Force will make its draft report available for 30 days of public comment, potentially revise the report based on feedback, and then submit a final version to key state leaders and legislative committees within 30 days of the comment period's closure. All Task Force meetings will be public and provide opportunities for public input.
