This bill establishes and restructures the board of registration of hazardous waste site cleanup professionals within the executive office of environmental affairs. The board will now consist of 11 members, with the commissioner of the department or a designee serving as chairman. The governor will appoint 10 members with specific professional backgrounds, including three licensed hazardous waste site cleanup professionals, a hydrogeologist, a professional civil engineer, representatives from various sectors such as environmental organizations, banking, real estate, fire departments, and municipal agencies. Members will serve without compensation and are limited to one 4-year term, with an alternate hazardous waste site cleanup professional available to ensure continuity. The bill also mandates that the governor remove and replace most current board members with individuals meeting the new qualifications, though the current chair may remain in position for up to three years. The current chair may also serve as co-chair with a newly appointed commissioner-selected chair. The bill will take effect six months after its passage, providing time for the board's restructuring and transition.
