This bill establishes a special 9-member commission to study Chapter 40B, also known as the "comprehensive permit law," which is a Massachusetts statute designed to promote affordable housing development. The commission will include representatives from various state agencies and legislative committees, such as the secretaries of administration and finance, housing and economic development, and transportation, as well as chairs and minority party members from housing and municipal government committees. The commission is tasked with conducting at least 14 public hearings, one in each county of Massachusetts, to gather testimony about the positive and negative aspects of the comprehensive permit law. By December 31, 2026, the commission must submit a detailed report to the state legislature that includes the law's history, other affordable housing mechanisms, a summary of public testimony, and recommendations for legislative or regulatory amendments to improve the law's effectiveness in promoting affordable housing and serving the interests of municipalities and the Commonwealth.
