This bill requires the Registry of Motor Vehicles (RMV) to design and make available special blue-colored envelopes specifically for individuals with autism spectrum disorder (ASD) to help improve interactions with law enforcement during traffic stops. These "blue envelopes" will provide written guidance on the outside about how to effectively communicate with police officers when someone with ASD is interacting with them, and will include instructions for easily attaching the envelope to a vehicle's sun visor. The envelopes will be large enough to hold important documents like a driver's license, vehicle registration, and insurance card. Any person with ASD, or their parent or guardian, can request these envelopes from the RMV. The bill was developed in consultation with state police, the Massachusetts Chiefs of Police Association, and autism advocacy organizations, with the goal of reducing potential misunderstandings and helping to create safer interactions between police officers and individuals with autism. The provisions of this bill will take effect on July 1, 2026.
