This bill modifies Section 36A of Chapter 30 of the General Laws to establish a new process for disposing of surplus motor vehicles owned by the state or state authorities. Specifically, the bill requires that before surplus motor vehicles (including construction and snow removal equipment) can be sold to the general public, they must first be offered for sale or auction to cities and towns within the Commonwealth. The Executive Office of Administration and Finance will be responsible for creating guidelines that cover the details of these sales, addressing aspects such as notification, payment, delivery, and liability. The bill provides a broad definition of "motor vehicle" as any vehicle propelled by power other than human muscle strength, including vehicles being towed. If no city or town purchases the surplus vehicles through this initial offering, the vehicles may then be made available to the general public for sale or auction. This approach aims to give municipalities first opportunity to acquire potentially useful surplus state vehicles before they are offered more widely.
