This bill aims to improve indoor air quality and reduce asthma triggers in public schools by establishing comprehensive environmental health guidelines. The legislation requires schools with high pediatric asthma rates to develop an indoor air quality management plan and create an environmental health committee composed of school administrators, nurses, teachers, parents, and potentially other health professionals. The committee will be trained to assess school building conditions and develop strategies to improve indoor environments. Starting September 1, 2024, public schools must use only cleaning products that meet environmentally preferable purchasing criteria, which are evaluated by recognized third-party certification organizations like the EPA's Design for the Environment (DfE) and Safer Choice programs. Schools must use HEPA vacuums and report their environmentally friendly cleaning product purchases to the state department of public health. The bill also provides flexibility for individuals who may have adverse reactions to these products by allowing them to request alternative materials. Additionally, key school personnel such as superintendents, facilities directors, and janitorial staff must be trained in using environmentally preferable products before implementation. The overall goal is to create healthier learning environments by reducing potential asthma triggers and improving indoor air quality in schools.
