This bill allows Thomas Struthers, an employee of Shawsheen Valley Regional Vocational Technical High School, to purchase 3 years of creditable service with the Massachusetts Teachers' Retirement Board for the period between 1983 and 2000, during which he worked in the occupational field he currently teaches. To do this, Struthers must pay into the annuity savings fund the amount of money that would have been withheld as regular deductions from his compensation during that time, plus buyback interest (a specific type of interest calculated according to state retirement law). The purpose of this provision is to help Struthers increase his potential superannuation retirement allowance (a retirement benefit based on years of service) by retroactively crediting his previous work experience. The bill explicitly states that this special authorization will not impact any other retirement benefits Struthers might be eligible to receive, and it overrides any existing laws that might prevent such a service credit purchase.
