This bill establishes a special legislative commission to study whether time served as an emergency medical technician (EMT), call firefighter, and police dispatcher should be counted as creditable service (a term typically referring to time that counts towards pension or retirement benefits). The commission will be composed of key legislative leaders, including the chairs of the public service committee as co-chairs, one member appointed by the speaker of the house, one by the senate president, one by the house minority leader, one by the senate minority leader, the secretary of administration and finance, the president of the Massachusetts Fire Chiefs Association, and the president of the Massachusetts Police Chiefs Association. The commission is required to submit a report with its findings and recommendations to the legislative clerks within one year of the act's passage, and the act will take effect immediately upon passage.
