This bill establishes a comprehensive Packaging Reduction and Recycling Program to reduce packaging waste and improve recycling in the state. The program requires producers who sell products in packaging to register with a non-profit Packaging Reduction Organization and pay fees based on the amount and type of packaging they use. Producers must progressively reduce their packaging weight by 10% every two years, ultimately reaching a 50% reduction within ten years.
