This bill modifies the requirements for obtaining and maintaining a Class 2 motor vehicle license in Massachusetts by introducing mandatory educational training for used car dealers. Specifically, applicants for a Class 2 license must now complete eight hours of educational training provided by an organization certified by the National Independent Automobile Dealers Association (NIADA). The training will cover rules, regulations, and laws related to the used car industry, and will include a standardized curriculum and test developed by NIADA in consultation with the Massachusetts Independent Automobile Association. After successfully completing the training and passing the test, applicants will receive a Class 2 education certificate with a unique certificate number. Municipal licensing authorities will be prohibited from issuing or renewing a Class 2 license without the presentation of this certificate. Furthermore, license holders must subsequently complete four hours of continuing education training every two years to maintain their license, and will need to obtain a continuing education certificate as a condition of license renewal. The bill is set to take effect on January 1, 2027, giving dealers and licensing authorities time to prepare for the new requirements.
