This bill requires newly elected or appointed school committee members in Massachusetts to complete a mandatory 8-hour orientation within three months of taking office, at no personal cost. The orientation, to be developed by the Massachusetts Department of Elementary and Secondary Education, must cover critical topics including school finance, Chapter 70 education funding, statewide educational goals and standards, open meeting law, public records law, conflict of interest law, special education regulations, collective bargaining, school leadership standards, and the specific roles and responsibilities of school committee members. The orientation can be provided by the Massachusetts Association of School Committees or other entities approved by the education commissioner, who must offer at least three orientation sessions annually at no cost. Upon completing the training, participants will receive a certificate that must be filed with their local city or town clerk. Importantly, school committee members who do not complete this orientation will be disqualified from participating in the committee's formal business, ensuring that all members are properly trained and informed about their governmental responsibilities.
