This bill establishes the PFAS Research and Development Public Safety Fund in Massachusetts to support research and development of safer firefighting equipment. PFAS (Per- and Polyfluoroalkyl Substances) are potentially harmful chemicals currently used in firefighter turnout gear. The fund will be administered by the secretary of public safety and security and can receive money through appropriations, grants, gifts, and investment income. The fund's primary purpose is to develop, test, and purchase firefighter gear with a PFAS-free moisture barrier that meets or exceeds current National Fire Protection Association (NFPA) standards without compromising protection. Additionally, the fund will support developing new gear materials that provide enhanced protection against exposure to combustion particulates and byproducts, while also creating designs that are easier to clean and more resistant to contamination. Any unspent money in the fund at the end of a fiscal year will remain available for use in the subsequent year, and the secretary can spend fund amounts without requiring additional appropriation.
