This bill seeks to establish a Climate Change Economic Consequences Commission to study and assess the economic impacts of climate change in Massachusetts. The 21-member commission, comprising appointees from the Governor, Senate President, House Speaker, and additional members from various backgrounds including scientists, local government representatives, insurance experts, and citizens, will be tasked with collecting data, evaluating potential scenarios related to climate change, and reporting on associated costs, insurance needs, and potential public policy adjustments. The commission recognizes the reality of global warming and its potential consequences, such as rising sea levels, extreme weather events, and coastal erosion, which have already caused significant damage to the Commonwealth's infrastructure, businesses, and citizens. The commission will conduct at least four hearings per year across Massachusetts and will file annual reports, with a mandate to complete its work within five years. The underlying purpose is to help local governments, residents, homeowners, businesses, and other stakeholders better anticipate and plan for the economic challenges posed by climate change, while acknowledging that broader policies are best addressed at federal and international levels.
