The bill allows companies to withhold information in certain circumstances, such as when disclosure could impede law enforcement, compromise public interest, prejudice commercial interests, or interfere with competitive bidding. The department responsible for utilities will be tasked with enforcing these new transparency requirements and can develop additional regulations as needed. An exception is made for solicitations that receive only one response, which would not be subject to these disclosure rules.
