This bill modifies the requirements for state transportation commission loans or grants for aviation facilities and projects. Specifically, the bill amends existing law to introduce a new provision that allows for a reduced local funding requirement for airports located in economically disadvantaged counties. Under the revised legislation, while projects typically require at least 10 percent of total project costs to come from sources other than the state, airports in economically disadvantaged counties can now qualify with just 5 percent of project costs from non-state sources. The bill also requires that before approving a loan or grant, the commission must ensure that: the airport remains under local political subdivision control for at least 20 years, the political subdivision discloses all project funding sources and its ability to finance and operate the project, and the project is adequately planned. Additionally, the bill repeals a specific section of the Transportation Code (Section 21.114(b)) and is set to take effect on September 1, 2025.
