The plan will comprehensively examine the environmental impacts, disposal methods, and recycling potential of solar and battery equipment, specifically considering whether these materials constitute hazardous waste, exploring options for reuse and recycling, assessing potential infrastructure needs, and evaluating the environmental implications of decommissioning solar sites. The department must assess potential stewardship programs, examine the volume of current solar and battery equipment in use, project future landfill impacts, and determine if financial assurance requirements are necessary for large solar projects. By July 1, 2026, the department must file a detailed report with legislative committees, including recommendations for regulations, legislation, and cost estimates. The plan will be updated every 10 years and made publicly available on the department's website, ensuring transparency and ongoing management of solar and battery end-of-life processes.
