This bill requires municipalities and schools to provide and maintain at least one automated external defibrillator (AED) - a portable electronic device used to help people experiencing sudden cardiac arrest - at athletic fields, parks, playgrounds, and school facilities. For municipalities, the parks and recreation department must provide mandatory cardiopulmonary resuscitation (CPR) and AED training to parks and recreation staff, sports officials, and other designated groups. For schools, including public, vocational, charter, and private schools, the bill mandates having at least one AED at each school facility and on athletic fields, with a certified AED provider on staff. Schools must also provide mandatory CPR and AED training to all school staff, including sports coaches. If a school cannot comply with these requirements, they can request a hardship waiver from the department of elementary and secondary education, which will also help schools identify potential funding sources for AED purchases. The bill includes a good faith provision protecting school staff members who attempt to provide emergency care from liability, except in cases of gross negligence or willful misconduct. The departments of elementary and secondary education and public health will collaborate to establish implementation regulations and guidelines.
