This bill establishes two new funds and makes several adjustments to gaming regions in Massachusetts. The InterCity Regional Passenger Rail Fund will be created to finance rail transportation projects, with a specific initial focus on the Route 2 Corridor. The fund can be used for transportation-related expenses, contracts, services, and debt service on bonds related to passenger rail expansion. Additionally, the bill creates a New Gaming Revenue Fund that will receive 25% of gross gaming revenues from the newly defined Region D. Specifically, 100% of the revenue from a Category 1 gaming licensee in this region will be transferred directly to the InterCity Passenger Rail Fund. The bill also modifies gaming regions by adding a new Region D, which consists of specific cities and towns in the Worcester Northern District Registry of Deeds (Ashburnham, Fitchburg, Leominster, Lunenburg, and Westminster). An important stipulation is that any gaming license in Region D can only be issued for a site with at least 70 contiguous acres, which appears designed to limit and control potential gaming development in this area.
