This bill establishes the Massachusetts Farm to School Program, administered by the Department of Elementary and Secondary Education, with the goal of strengthening the state's agricultural economy, improving student health and nutrition, and enhancing food literacy. The program consists of two main components: a grant program and a local food incentive. An advisory committee will be formed to guide the program, including representatives from various state agencies and stakeholder groups. The local food incentive program will reimburse participating school food authorities and early education programs $1 for every $2 spent on Massachusetts-grown products, and $1 for every $3 spent on regional products from New England or New York. The department will annually report on the program's impacts, including student and school experiences, garden expansions, and food purchases. Regulations for the program must be developed within 180 days of the act's effective date.
