This bill establishes the Massachusetts Farm to School Program, administered by the Department of Elementary and Secondary Education, with the goal of strengthening the state's agricultural economy, improving student health and nutrition, and enhancing food literacy. The program consists of two main components: a grant program and a local food incentive. An advisory committee will be formed to guide the program, including representatives from various state agencies and stakeholder groups. A full-time program coordinator will oversee implementation, provide technical assistance, and ensure timely reimbursements. The grant program will provide funding for kitchen equipment, staff training, food system curriculum, and student agricultural education activities. Schools and licensed childcare programs participating in federal nutrition programs can apply for grants. A separate Massachusetts Farm to School Fund will be created to support these efforts. The local food incentive program will reimburse participating school food authorities and early education programs $1 for every $2 spent on Massachusetts-grown products, and $1 for every $3 spent on regional products from New England or New York. The program aims to support local farmers, encourage healthy eating, and provide educational opportunities about food systems. The department will annually report on the program's impacts, including student and school experiences, garden expansions, and food purchases. Regulations for the program must be developed within 180 days of the act's effective date.
