This bill allows municipalities with populations between 65,000 and 150,000 residents to implement a local preference policy for affordable housing, wherein up to 70% of available affordable housing units can be reserved for current residents of that municipality. The local preference would apply to both privately assisted housing and housing subject to inclusionary zoning requirements (a type of municipal policy that requires new residential developments to include a certain percentage of affordable housing units). This preference would be maintained for at least 30 years from the initial tenancy creation. The secretary of the executive office of housing and livable communities is directed to create regulations to implement this policy, with these regulations required to be in effect within 60 days of the bill's passage. The bill aims to provide local communities with more control over affordable housing allocation while still ensuring that a significant portion of units remain available to a broader population.
