This bill requires senior housing facilities, including those operated by housing authorities and publicly-assisted housing that primarily serve residents 55 years or older or individuals with disabilities, to provide continuous security services. The bill defines security services as a professional watch, guard, or patrol agency, or a facility employee who can observe and report unlawful activities, prevent theft, protect individuals and property, and control premises access. Importantly, these security services cannot be provided by law enforcement officers. The bill mandates that all facility employees and other designated personnel must receive training on safety and security protocols. Additionally, the secretary of public safety and security is authorized to develop implementation regulations in consultation with various stakeholders, including elder affairs officials, housing authorities, law enforcement associations, and other relevant organizations. The goal of the bill is to enhance the safety and security of senior housing residents by ensuring professional security presence and preparedness.
