This bill establishes a Solar Panel Recycling Advisory Group within the executive office of energy and environmental affairs to review and provide recommendations on solar panel infrastructure recycling policies in Massachusetts. The advisory group will be composed of 12 members, including government officials like the secretary of energy and environmental affairs (who will chair the group), the commissioner of environmental protection, the executive director of the Massachusetts clean energy center, three members appointed by the governor, two legislators from the senate (one from the majority and one from the minority), and two legislators from the house of representatives (one from the majority and one from the minority). The group will be tasked with consulting local universities, research institutions, solar photovoltaic panel manufacturers, and recycling industry experts to investigate solar panel recycling strategies. Within one year of the bill's passage, the advisory group is required to submit a final report detailing their findings and recommendations to various state government entities, including the executive office of energy and environmental affairs, the department of environmental protection, and the joint committee on environment, natural resources and agriculture, as well as the clerks of the senate and house of representatives.
