Bill Summary
AN ACT TO PROVIDE THAT CERTAIN EMPLOYEES AND VOLUNTEERS AT NONPUBLIC SCHOOLS MAY CARRY CERTAIN WEAPONS ON EDUCATIONAL PROPERTY WHEN AUTHORIZED BY THE SCHOOL BOARD OF TRUSTEES OR SCHOOL ADMINISTRATIVE DIRECTOR AND TO PROVIDE THAT A PERSON MAY CARRY A CONCEALED HANDGUN ON EDUCATIONAL PROPERTY THAT IS THE LOCATION OF BOTH A SCHOOL AND A PLACE OF RELIGIOUS WORSHIP WHEN ATTENDING WORSHIP SERVICES AND OTHER SACERDOTAL FUNCTIONS AT THE PLACE OF RELIGIOUS WORSHIP.
AI Summary
This bill modifies existing North Carolina law to expand weapon carrying permissions in certain educational and religious settings. The legislation defines new terms like "school administrative director" and "school board of trustees" and creates specific provisions allowing employees and volunteers of nonpublic schools to carry firearms or stun guns on educational property under certain strict conditions. These conditions include obtaining written authorization from the school board, holding a valid concealed handgun permit, completing an additional eight hours of annual gun safety training beyond standard permit requirements, and ensuring the school adopts and distributes written standard operating procedures regarding weapon possession. The bill also expands concealed handgun carry rights for individuals at educational properties that are co-located with places of religious worship, specifically allowing permit holders to carry handguns while attending worship services, funeral services, wedding ceremonies, and other religious functions, including during entry and exit from the building. The provisions will become effective on December 1, 2025, and apply to offenses committed on or after that date, providing schools and religious institutions time to prepare for the new regulations.
