This bill amends Pennsylvania's existing driver's license law by modifying the content requirements for driver's licenses. Specifically, the bill changes the section heading from "General rule" to "Issuance" and adds a new requirement that blood type be included on driver's licenses. The bill maintains existing provisions that require driver's licenses to include a unique identifying number, the driver's name, date of birth, residence address, a color photograph, and signature. It continues to protect participants in the Address Confidentiality Program by allowing them to use a substitute address designated by the Office of Victim Advocate. The bill also preserves existing protections around Social Security numbers, which must be provided on the application but will not appear on the actual license. Individuals with medical conditions can still include emergency medical information on their license. The changes will take effect 60 days after the bill is enacted, giving the Department of Transportation time to update its license design and processes to incorporate the new blood type requirement.
