This bill establishes a "Minnesota Civic Seal" designation for high school students who demonstrate excellence in civics education and engagement, aiming to encourage civic learning and active participation in democratic institutions. To earn this seal, students must complete activities across various civic competencies like democratic engagement, civic knowledge, media literacy, community service, and bridge building, undertake a civics-related project with measurable impact, and complete a reflection on their learning experience. The bill also creates a Minnesota Civic Seal Task Force, led by the YMCA Center for Youth Voice and including representatives from the Secretary of State's office, the Department of Education, educators, students, and civic engagement experts, to oversee the program's implementation, establish criteria, and provide guidance to schools. Participation in offering the seal is optional for school districts, and schools must not charge fees for students to earn it, with the designation appearing on student transcripts. The task force will submit annual reports to the legislature, and the program is set to begin for the 2027-2028 academic school year.
