This bill establishes a high-fidelity wraparound grant program to support children experiencing serious mental health or behavioral challenges through comprehensive, holistic services. The grants will be available to counties and community-based service providers, who can use the funding for start-up costs, ancillary care, and service delivery when other funding sources are unavailable. The commissioner of human services is required to provide technical assistance to counties about the grants and help them obtain enhanced rates for children's mental health targeted case management. Grantees must collect and report service utilization and outcome data annually, demonstrating how they are leveraging funding to support high-fidelity wraparound services for medical assistance-eligible clients. The bill also includes appropriations: one set of funds for the high-fidelity wraparound grants program and another for mental health services in juvenile detention centers. For the detention center funding, the Department of Corrections will work with the Minnesota Juvenile Detention Association to develop an equitable statewide disbursement formula, with funds potentially used to hire mental health professionals or contract for children's mental health treatment services.
