This bill authorizes the City of Two Harbors to establish a social district where alcoholic beverages can be consumed in a designated public area. The bill allows on-sale liquor licensees within or adjacent to the social district to sell alcoholic beverages for consumption within the defined district. The social district must be clearly marked with signs indicating boundaries, operating hours, and specific rules, such as only allowing beverages purchased from local on-sale licensees. Containers for drinks must meet specific requirements, including being non-glass, displaying a unique district logo, containing no more than 16 ounces, and showing a "Drink Responsibly" message. The city must develop management and maintenance plans for the district and post them on the city's website. Within 24 months of establishing the social district, the city is required to submit a comprehensive report to legislative committee chairs detailing the district's implementation, community response, challenges, public safety concerns, and recommendations for future modifications. The social district will become effective upon approval by the Two Harbors City Council and compliance with state statutes.
