This bill authorizes the South Carolina Department of Motor Vehicles (DMV) to develop an Electronic Driver's License System that allows residents to use digital versions of their driver's licenses on mobile devices or other electronic devices. The system would enable people to present an electronic image of their driver's license as a valid form of identification, which would be accepted by law enforcement officers and businesses like alcohol sellers. The electronic license would be optional and would include safeguards such as the ability to verify authenticity and protect user privacy. The DMV can contract with outside entities to develop the mobile application and system. Participation in the electronic license system can be disabled if a person's physical license is suspended or cancelled, or if they report their electronic device as lost or stolen. Importantly, when showing an electronic license to a law enforcement officer, the user is not consenting to allow the officer to access other content on their electronic device. The bill would take effect upon the Governor's approval.
