This bill amends Section 212.009 of the Local Government Code to expand the requirements for municipal authorities when reviewing subdivision plans and plats. Specifically, the bill requires that municipal authorities must now approve, conditionally approve, or disapprove not just the plat itself, but also all related submittal documents such as construction drawings, traffic impact analysis, drainage reports, and other required permits or approvals within a 30-day timeframe. The existing law previously only mentioned the plat, but this amendment broadens the scope of review to include comprehensive documentation. If the municipal authority does not disapprove the documents within 30 days, they are considered approved. The bill will take effect immediately if it receives a two-thirds vote in the Texas Legislature, or on September 1, 2025, if it does not receive the necessary immediate voting support. This change aims to streamline the subdivision approval process by creating a more comprehensive and time-bound review mechanism for municipalities.
