This bill modifies the Minnesota Paid Leave Law by making several key changes to the existing statute. It expands the definition of covered employment to exclude individuals covered by collective bargaining agreements as of January 1, 2026, until a successor agreement specifically includes them. The bill revises the definition of family members by removing a broad category of individuals with personal relationships to the applicant. It increases the maximum employment duration for seasonal employees from 150 to 180 days and allows the commissioner to contract with a private company to handle certain administrative duties like processing benefit applications and making payments. The bill also changes the weekly benefit calculation method, now using a flat 67 percent of an applicant's average weekly wage. Additionally, the bill introduces different maximum benefit weeks based on employer size: 12 weeks for employers with more than 50 employees and 6 weeks for employers with 50 or fewer employees. For small employers, the premium rate calculation is modified, with employers now required to pay at least 50 percent of the premium rate (increased from 25 percent) and prohibited from deducting this amount from employees' pay. Most of these changes will become effective on November 1, 2025, or January 1, 2026, depending on the specific provision.
