This bill proposes to exempt small local government employers with 50 employees or fewer from the Minnesota Paid Leave Law. Specifically, the bill amends three subdivisions of Minnesota Statutes section 268B.01 to exclude municipalities and local government entities with 50 or fewer employees from the definitions of "covered employment," "employee," and "employer" under the state's paid leave regulations. The exempted local government entities include counties, cities, towns, school districts, metropolitan councils, housing authorities, port authorities, economic development authorities, sports facilities authorities, joint powers boards, charter schools, and other political subdivisions. This means that these smaller local government employers would not be required to provide paid leave benefits or be subject to the administrative requirements of the Minnesota Paid Leave Law. The bill allows for the calculation of employee count under section 268B.14, subdivision 5b, and maintains that these exempt entities can choose to opt into coverage if they wish, following a procedure to be determined by the commissioner.
