This bill amends Section 351.152 of the Texas Tax Code to add another specific type of municipality to the list of locations that can use certain tax revenues for hotel and convention center projects. The bill adds a new category (number 65) for municipalities with a population between 15,000 and 30,000 that are bisected by U.S. Highway 75, are wholly located in a county with a population of 750,000 or more, and are adjacent to a county with a population of two million or more. The existing law already contains a lengthy, detailed list of specific municipalities with unique characteristics that are eligible for this tax revenue use, and this bill simply expands that list by one more precisely defined municipal type. The bill would take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise will take effect on September 1, 2025. This seems to be a very localized piece of legislation that provides a specific municipality with additional funding flexibility for tourism-related infrastructure projects.
