This bill updates Texas motor fuel measuring, quality, and testing standards by requiring the Texas commission to set motor fuel specifications aligned with the most recently adopted standards from ASTM International (a global standards organization). Specifically, the bill modifies existing law to: require the department to follow specific procedures for collecting and sampling motor fuel; update tolerances for motor fuel metering devices to match the National Institute of Standards and Technology's most recent recommendations; establish minimum quality standards for motor fuel sold in the state based on ASTM International's petroleum standards; and create exceptions to motor fuel quality standards for certain geographic and seasonal conditions. The bill allows for slight variations in fuel volatility and vapor pressure across different regions of Texas, provides a tolerance waiver for ethanol-blended gasoline, and permits a 15-day extension for distributing existing fuel stocks when seasonal specifications change. The changes will apply only to violations committed on or after the bill's effective date, which will be immediately upon receiving a two-thirds vote in the Texas legislature, or September 1, 2025, if that threshold is not met.
