This bill provides the Commissioner of Corrections with expanded authority to reduce the costs of housing prisoners by consolidating existing correctional facilities and designating prisoners for placement in out-of-state facilities. Specifically, for prisoners with remaining sentences longer than seven years who are placed in out-of-state facilities, the commissioner must ensure these prisoners are housed separately from non-state residents. The bill also requires the Department of Corrections to conduct an annual estimate of cost savings resulting from these actions and include this estimate in their standard financial reporting. As an additional incentive, the legislature may choose to appropriate an amount equal to these annual cost savings specifically for education purposes.
