This bill expands the investigative authority of the Independent Use of Force Investigations Unit to include criminal sexual conduct cases involving members of the United States armed forces when the incident occurs on state-owned military facilities. Currently, the unit investigates criminal sexual conduct cases involving peace officers and cases where Minnesota National Guard members are victims or perpetrators. The proposed changes would broaden the unit's jurisdiction to cover situations where any member of the U.S. armed forces is either the victim or the accused, regardless of their state of residence or unit assignment, as long as the incident takes place at a state military installation, armory, air base, or other state-controlled military facility. The bill maintains the unit's existing responsibilities, including assisting with investigations of sexual assaults involving Minnesota National Guard members that occur outside the state and investigating conflict of interest cases involving peace officers. This modification aims to provide more comprehensive oversight and investigation of sexual conduct cases within state military settings.
