This bill establishes a new legal framework for reimbursing developers of large housing developments in specific Texas counties (those with populations between 2.5 and 4 million, or adjacent counties) for infrastructure costs. Developers can seek reimbursement for infrastructure expenses like utility facilities, roads, and connectivity if they meet several specific criteria: the development must be at least seven acres, contain at least 50 single-family residences between 1,000 and 2,500 square feet, be connected to public water and sewer systems, have a property owners' association agreement, and offer housing to veterans, military members, first responders, or school district employees. The reimbursement is limited to the amount of property taxes paid by the developer in a given tax year, and the total reimbursement cannot exceed the developer's infrastructure costs or extend beyond 10 years from the first reimbursement.
