This bill amends the Texas Government Code to expand an existing public information law exception that protects certain working papers and electronic communications of administrative law judges. Specifically, the bill extends the existing protections to include technical examiners at the State Office of Administrative Hearings and the Railroad Commission of Texas. The protected materials include personal notes and electronic communications reflecting an administrative law judge's or technical examiner's observations, thoughts, deliberations, and impressions, as well as drafts of proposed decisions, orders related to contested case hearings, and orders related to alternative dispute resolution procedures. These documents will continue to be exempt from public disclosure requirements under the state's public information law. The changes will apply only to public information requests received on or after the bill's effective date of September 1, 2025, ensuring that the new protections do not retroactively impact previous records or requests.
