This bill, called the CAMPUS Act (Countering Adversarial and Malicious Partnerships at Universities and Schools Act of 2025), aims to limit and monitor educational and research partnerships between U.S. institutions and Chinese organizations with ties to the People's Liberation Army (PLA). The bill requires the Director of National Intelligence to identify Chinese higher education institutions that support the PLA or participate in China's Military-Civil Fusion strategy, and submit an annual list to Congress. It prohibits the Department of Defense from providing research and development funds to entities with contracts with these identified institutions. The bill also encourages partnerships with Taiwan by authorizing educational grants for Mandarin language and cultural programming, and lowers the reporting threshold for foreign gifts to universities from $250,000 to $50,000. Importantly, the bill defines specific criteria for identifying Chinese educational institutions involved in military-related activities and specifies which congressional committees will receive the annual reports.
