For brewers, the bill permits transferring malt beverages produced under their license between their own licensed brewery premises during specified hours, with requirements that transport vehicles be registered with the commission and clearly marked as transporting beverages. Similarly, brewpubs operating multiple locations can transfer malt beverages they have brewed between their own premises. In both cases, the beverages are legally considered to have been produced at the original brewing location, not the destination location. The bill also clarifies that brewpubs receiving transferred malt beverages can sell those beverages to ultimate consumers on their premises and to authorized retailers or out-of-state qualified persons, just as they could with beverages originally brewed on-site. These changes provide more operational flexibility for breweries and brewpubs while maintaining regulatory oversight through vehicle registration and marking requirements. The bill is set to take effect on September 1, 2025.
