This bill requires the Texas Department of Criminal Justice (TDCJ) to submit a comprehensive annual report on the use of administrative segregation (which includes solitary confinement, death row confinement, and other restrictive housing) in its facilities by January 31st each year. The report must provide detailed information about each offender placed in administrative segregation, including demographic details, reasons for placement, duration of segregation, mental health status, and outcomes. Specifically, the report must cover data such as the offender's race, sex, and age; the offense leading to segregation; frequency and total time in administrative segregation; available rehabilitative programs; staffing ratios; mental health diagnoses; instances of self-harm or suicide attempts; appeal processes; and reductions in segregation length. If TDCJ fails to submit an accurate or timely report, they must provide a corrective action plan to the governor, lieutenant governor, and legislature. The bill stipulates that the first report will not be required until January 31, 2027, and the act will take effect on September 1, 2025, giving the department time to prepare for these new reporting requirements.
